On the USNA site, it says that one of the people available to administer your CFA is a commissioned officer. Does a retired officer count? My engineering teacher was a commander in the USN, and only recently retired a few years back. Would he be able to give it or does it have to be one that is on active duty?
 
The directions do not explicitly state an answer to your question, however, my interpretation would be either active or reserve commissioned officers; retirees would not count. Per the other thread, you already mention you have a coach who could administer the CFA, so it shouldn't be an issue.
 
Have the coach do it, but invite your engineering teacher to cheer you on.

Your right I do have a coach. However my coach is only available during swim season, which is January to April. If I wanted to retake it the first half of senior year she would be unavailable, so I was wondering if my engineering teacher is a viable source for my CFA in that case.
 
Any coach or P.E. teacher can do it. It doesn't have to be your coach or P.E. teacher.

Must be AD/Reserves (at least for enlisted folk transitioning). As far as a phys. ed. teacher/coach, any should suffice.
 
Honestly it’s not hard to find a coach, assistant coach, PE teacher to administer. Most people are happy to help with part of this fantastic honor of obtaining an appointment.
 
Also if your HS has a JROTC Program, someone there will likely be very willing to help you. And the benefit is they know the system, how to conduct the test, and how to forward the results. Both our sons used the JROTC Unit (they were not involved in JROTC) and they were more than glad to help.
