CFA Administrator/PE SOE question

DS didn't take PE as wrestling fulfilled his PE requirement. His coach cannot complete the PE SOE. The instructions booklet says his CFA Administrator can complete the evaluation. The booklet says the CFA Administrator can be a Military officer or non-commissioned officer. Anyone know if the officer has to be active or can he/she be retired? He just wants to be sure he gets the appropriate person to do both. He wasn't planning on re-doing the entire CFA since he did it at USNA summer seminar, but looks like it's the most efficient way to go since he also needs this PE SOE (and he needs to video 2 events anyway).
 
The USNA admissions web site says: "The CFA MUST be administered by a high school/prep school physical education teacher, a coach, a current JROTC instructor, a commissioned officer, or the candidate's Blue and Gold Officer." If the booklet also says: ". . . his CFA Administrator can complete the evaluation," (I assume you meant the PE SOE, but I don't know about the PE SOE) then why not have the wrestling coach do both?

He's finished with his USNA application. This is for the USMA application. He didn't know about the PE SOE until last night when his portal opened with the rest of the application. It isn't required for USNA, and USMA is very specific that a coach can't do the PE evaluation (unless he is also a PE teacher - his is not), and cannot administer the CFA.
 
@Holden100. This isn't a true answer to your question but more of a suggestion. My DD 2021 was a three sport athlete and was in the middle of her basketball playoffs when she completed the CFA (third week of February smh). As with your scenario, her coaches were not PE teachers. We were having a hard time connecting with the PE instructor due to scheduling conflicts and her window was closing fast. I contacted our local Army recruiting office. They were more than helpful. I gave them the link to the test requirements for them to become familiar. I co0rdinated with the high school to utilize the facility for the test. Both a commissioned officer and a NCO showed up to administer the test. As an option, you may want to contact your local recruitment office for assistance.

Thank you, that's a great option, but it's the 'coordinating with the high school' that is mostly the problem. The school has 2 gyms, designated primarily for cheerleading and basketball after school. Believe it or not, the wrestling team practices in the cafeteria. But I'm sure if he can get it done before basketball season officially starts, he can use one of the gyms on a Saturday, if that works for the Administrator. Thank you!

Not sure what you mean by this but worth clarifying: If he’s taking the CFA for an SA application , it must be done in its entirety, i.e. at one sitting. But perhaps you meant something else.

He did the CFA in its entirety at the USNA summer seminar. Those scores will transfer, but he has to video himself doing pull-ups and push-ups for the USMA CFA, which is what he was planning on doing until he saw he needed a PE SOE. So, he'll probably just redo it in it's entirety, so the Administrator can also do his PE SOE.
 
For WP can a coach from an applicant's local gym conduct the CFA? His private coach has Master's and BA degrees in Exercise Science.
