CFA, Nomination and Evaluator Letter Question

Hey everyone, I hope you all are doing well. I packed up three questions in one thread, so feel free to go and answer whichever ones you want to. For reference to my CFA results, I am female. Please feel free to critique anything you can.

CFA Results (Practice Test)

BB Throw:
48 Feet
Pull-Ups: 3
Push-Ups: 45
Crunches: 82
Shuttle Run: 10.1 seconds
Mile Time: 8:23


My second question is about my evaluation letters. I've already sent out my letters for my evaluations, and all have accepted. By any chance do we need to wait for them to finish writing the evaluations before we completely submit that form, or should we just go ahead and wait to submit it until they're done?

Lastly, my third question is about competitiveness. I am from TX, and I was wondering that since it's such a big state, will the competition for nominations be strong? And what districts are most competitive?

In terms of your CFA, it looks pretty solid, except maybe the shuttle and mile. In terms of the mile, there is some great advice here https://www.serviceacademyforums.com/index.php?threads/cfa-trouble.76717/. As I said in the other thread, I think it's mostly about speed work and good warm-ups.
From everything I've read about the shuttle, it seems the biggest things are explosiveness and technique. The explosiveness comes mostly from the quads, and (apparently) there are lots of good technique videos, but I'm still struggling mightily with that part.

Second, I submitted the "Evaluator Selection Form" long before asking my people, because it can be edited and it doesn't seem to affect anything other than to fill in the names on the letters of request. Now all my evals are processed, submitting it early seems to have been just fine. If I am wrong here, I would love for someone to correct me.

Also, to tag onto your third question, I've heard about district competitiveness and I haven't been able to find anything on my district. Does anyone know how competitive MA-04 is? After doing some looking, there are some great data about district competitiveness here: https://www.serviceacademyforums.com/index.php?threads/competitive-district.70312/.
Personally, I'm a little confused by it, but maybe someone can shed some light. If a congressperson has less than 10 in a year, does that mean everyone who applied got a nomination? If they have more than 10, does that mean people declined a nomination?
