It's sounds like the never-ending campaign to get Coast Guard more funding and resources to accomplish its mission. Spouse has been on 4 large cutters, the youngest cutter was 25 years old, another was a decommissioned Navy ship turned CGC, 2 other cutters turned 50 years during his tours. All are still working cutters with no expected decommissioning date. It takes many, many years to design and build new cutters and they are still trying to get ahead from all the years without funding for new ships. Coast Guard has always been the "forgotten branch" of the military (as is evident the way USAA treated its Coasties during the shut-down, but that's another story) and frequently needs to remind folks of not only its importance, but to back it up with funding and necessary resources.
