To answer your question - unfortunately I can only answer part of your question. I know you can receive stipend by receiving an on-campus scholarship (not to be confused with the national high school scholarship). But even then, you may or may not receive a scholarship - I believe it depends on the type of scholarship received.

... I am not sure of the policies for non-scholarship cadets.
 
Ah I see! Well let me know if you receive a scholarship Thompson, you're going for one too correct? The Captain told me hopefully the interview will be processed in a week or two and I might be able to make it for the next board at the end of this month!
 
Non-scholarship cadets do not receive stipends until they contract, which in this case would be when they return from SFT, or as a C300 their jr.yr.

The key action for receiving a stipend is to be contracted.
