Chances may be low, but is it possible to get a 3 year scholarship in Army ROTC without a SAT?

hmmm. Technically either the ACT or SAT is required by Army Cadet Command. So you don't have to take the SAT if you can furnish a ACT score that meets min. standards.

If at any point it is stated that an item is needed, then it is an absolute requirement. I understand the worry about the SAT w/ written, but it shouldn't mean you should avoid taking it.
Its just normal SAT now, as collegeboard no longer offers the written portion.
 
via the AROTC scholarship application:
SAT & ACT Testing

  • The Army ROTC scholarship will take either the SAT or ACT test scores but one of the tests is still required to be considered for a scholarship.
  • Take the test early and as often as you can.
  • The Army ROTC code for SAT is 0454 and the code for ACT is 1676. You should also list as recipients, those universities/colleges where you are planning to apply; the schools you are listing in this application. You may not be required to list your social security number (SSN) on the college entrance exams; however, it is recommended that you do so for proper posting of your scores. DO NOT GUESS what your SSN may be, because it will cause problems with not only your ROTC scholarship application, but your college application process as well.
  • By listing Army ROTC as a test score recipient, your scores will automatically be furnished to our office. Test scores provided in this manner require no further verification.
  • If you have a copy of your SAT/ACT score results sent to you from the College Board agency, you can fax, upload or mail us a copy and once received, will serve as verification. Be sure you include your full name and social security number on all documents you forward.
  • Don’t wait until the last minute to take the test. The final selection board is in March every year. Don’t expect to take the test in February and have your scores available in time.


Super Score
  • Cadet Command, like many colleges and universities, Super Score your SAT and ACT in order to give you credit for your best performance. To super score, we take the highest component score for each test and create a new total or composite score. You don’t have to do anything beyond taking the tests and submitting the scores.
  • If you can, take both the SAT and the ACT. Some students do better on one test than the other.
