Chances of Admission??

I’m not sure I follow. Local MOC’s website specifically says he can only nominate those candidates living in his district. Said another was, my DS can not apply to Congressional Rep District 25’s MOC because we do not reside in District 25. One final angle, there are 35 Congressional Districts in TX. My DS cannot apply to all of them.

3. Apply for a Nomination

  • Candidates must be nominated to the Academy by a U.S. Representative or U.S. Senator from your State of Residence/Domicile.
  • A candidate does not have to reside in the same Congressional District as his/her nominator (a Member of the U.S. House of Representative CAN nominate a candidate who resides in a District other than their own, as long as it is in their (the nominator's) State/Territory). This differs from nominations to the USMA, USNA, and USAFA.
  • Securing a nomination is a competitive process. A nomination does not guarantee appointment to the Academy.
  • Nominating authorities select their nominees by any methods they wish, including a screening interview. Each nominating authority follows a different process and establishes a unique deadline. You must be familiar with your nominating authorities’ requirement and apply for a nomination as early as possible.   • Nominations to the Academy must be received by January 31st. Your nominating authorities will notify us of your nomination. If we do not receive your nomination by January 31st, your application will be closed.
  • The United States Merchant Marine Academy does not accept Vice Presidential or military service-connected nominations, i.e. Presidential, Regular/Reserve Component, ROTC.

§310.53 Nominations and vacancies.
(a) Nominating officials. (1) Each Senator and Member of the House of Representatives (including delegates from Guam, the Virgin Islands and the District of Columbia and the Resident Commissioner from Puerto Rico), the Panama Canal Commission, the Governor of the Northern Mariana Islands, and the Delegate to the House of Representatives from American Samoa may nominate ten (1) candidates to compete for admission to the Academy.
(2) In accordance with the Act (46 U.S.C. 1295b (b)(1)), nominating officials may only nominate candidates who are residents of the State or other geographic area which the particular nominating official represents, as follows:

This is true for USAFA, USNA, and USMA. USMMA nomination rules are different and the candidate can be nominated by any MOC in the state. The website language likely reflects the majority of applications they receive. Given the differences in nomination rules for USMMA, there are other measures in place to govern how student slots are managed because there are not enough seats on the bus for the typical allotment you see with MOC at the big 3.

Long ago, I received a NOM to USMMA from a neighboring district in TX. I know it happens.

I called around to see which MOC's would let me interview for a nomination, most did not let me, but I did receive an out of district nomination from a Congressman down in South FL.
 
Our son applied for USMMA in AZ. He contacted out of district reps, none said they would accept his application or interview. It may be an option, but they chose not to allow it. To each his own. Congrats to you on your nominations!
 
The best piece of info on "what are my chances" question are the Class Profiles. For Class of 2023 USMMA gave 420 appointments on 582 candidates who met the Selection Criteria. This means 72% of candidates get appointed who are academically, medically and physically qualified with a nomination. For USMA this was 53%, USAFA was 57%... What's interesting is USCGA is about 21% since nominations aren't a factor. Also since USCGA has highest percent of female (33%), your chances are even lower if you are male.

Your goal should be to meet the selection criteria. You also need to have Plan B, C, etc. This is critical.
