Go to school on the USNA Instruction below on Order of Merit. “Instruction” is the Navy term for directive or policy statement or guidance.
How service assignment works will be explained to you, and assuming you are an applicant or appointee, you will observe upperclass going through the process ahead of you. The main goal is to stay sat or sat+ in all graded areas, because the goal is a degree and a commission.
It’s not all OOM. Some warfare specialties require physical screeners such as SEAL and EOD. Some require interviews with the head nuke admiral to get approved for any nuke program.
You will never find a “cookbook” that tells you to do X and Y, and you will get aviation for sure. You can optimize your chances by being a good performer.
