Change from tier 2 to tier 3 NROTC Scholarship

What is the chance of changing from a Tier 2 to a Tier 3 NROTC scholarship after finishing the first year.
 
None, you cannot switch from tier 2 to tier 3 while keeping your scholarship. You can go in between tiers 1 and 2 pretty easily, but a tier 3 switch means dropping scholarship.

Running it up the chain of command is free. The most they can do is say no. Maybe you'll catch them in a good mood.
 
The only way I've heard of it happening is if you reapply for a new Tier 3 scholarship. My advice, find a Tier 2 major you can handle and would be ok working post-college with and go with that. I know several students who changed from Bio/Physics etc to Environmental Sciences because it was the least "sciency" Tier 2.
