I recommend just listing them in your true order of preference. My DS received a scholarship offer to his #1, #2, and #4. He had gone back and forth, moving his #3 and #4 choices. In the end it didn’t matter. Interestingly, his #1 and 2 were slight reach schools, #3 was a match scholastically, and #4 was a safety. No idea why he didn’t get the scholarship offer to #3. I assume it must have been a popular school for scholarship winners and there were no scholarship slots left at that school by the time he received his scholarship (second board). But that is just a guess. He was admitted to all 4 and chose #1.
