Here is how it happened for my son:
~Phone call on Tuesday from MOC
~Email early this morning letting him to know to check his portal for information regarding his offer of appointment (Email was also sent to me, his mother)
~Portal showing "Appointee" and new letter attached

Nothing here in CO. Waiting anxiously. At the bottom of my portal page it does say it was last updated yesterday, March 19th, so that gives me some degree of hope

I don't have access to his portal but the letter is dated March 20.
We are just south of Chicago, last name starts with B.
He received the email to check his portal this morning, the time on the email was 3:51AM.
