Do I need to be a US citizen to open an application? I am set to have citizenship by around early 2024, and plan to apply for the class of ‘28. I’m curious as to how it’d work out.

I know admissions for USNA allows non US citizens to apply as long as they are naturalized by their year of entry. Does the same apply for USAFA?

Call Admissions, your primary source, and ask. It is likely the same, but you will want to confirm with where you are applying.
 
Agree with Capt MJ. Get a formal answer. Is there any way to complete the naturalization process earlier than early 2024? That date may prove difficult for the nominating sources. My wife is a naturalized US citizen and I understand that there are some things you can control and others that you can't control, but expect delays in the process! Even a date of November 2023 might create a LOT of maneuvering room for nominations.

Related issue, my son attended USMA as a dual citizen (including USA citizenship). He was a dual citizen from birth. As part of the security clearance process for the US Army, he had to renounce the non-US citizenship to facilitate his US security clearance. This renunciation happened in his last couple of years at USMA.

Good point on the nominations and what requirement for citizenship might be required. Those deadlines tend to hit Sep-Dec.
