When I pull up the demographic profile of the class of 2020 it shows:

Candidate pool=7789
Qualified candidates=2475
Offers of admission =1492

Does anyone know if those who are "qualified" candidates are those who have nominations?

Not necessarily. That's one reason why not everyone who is qualified gets offered an appointment.
 
I believe the "Candidate Pool" are all those promoted to candidate that have completed all aspects of their application, they may or may not have nominations
"qualified candidates" are those that meet ALL admissions requirements. They are qualified medically, physically, and academically, and have a nomination. There are not enough appointment slots to appoint all qualified candidates so the admissions staff has to narrow it down to about 1400 offers of admissions.
 
You can also get a nomination and not be 3Q and also if you don't finish every part of the application then you obviously won't be qualified, even if you are a candidate or you have a nomination
