College not in top 5 on NROTC scholarship application

I'm currently on Alternate status for the NROTC scholarship, but I wanted to pose this question to the forum anyways. I've committed to Penn State for this next fall, but it was not on my list of top 5 colleges that I submitted as a part of my NROTC application back in October. This isn't so much of a problem if I don't end up receiving the scholarship and choose to sign up as a CP. However, if I receive the scholarship, how do I apply it to a school that is not in my list of top 5?

I think you have to request a transfer?
 
Whatever school is chosen from your list of 5 for the scholarship, you should be able to request a transfer of the scholarship to Penn State. Just about all transfer requests are honored as long as there is space at your selected school. Once you get awarded, just inform both detachments of what you want to do.
 
You should contact the Recruiting Officer of the NROTC unit at Penn State to check in with the unit and let them know what you want to do. And make sure they have not reached their cap on incoming NROTC scholarships. Penn State is one of the top ten NROTC schools in commissions.
