College Re application question

So ever since I got rejected it has a little note before accessing my application that basically says "all non selects for 2024 can start a new application on July 1st for 2025".
I just have two main questions that if someone could answer would be a great help.
1. How much of the application info carries over this year? I would assume it's the drug and alcohol, personal data record, and DoDMERB.
2. Is there any part of the application I can do over the summer? (Other then personal essays) I do not know what the college re applicant one looks like but I would like to have as much as done possible before the start of my first year of college.

1) Re: Application carryovers - DoDMERB -- good for two years
2) You can begin the application process in earnest beginning 1 July. Start early, finish early. -- with dedication you can complete the application in 5 weeks or so.
 
Why try and finish early? Doesn’t a re app want to show as much growth and improvement as possible. Quickly submitting a similar application that was recently turned down isn’t optimal. Or is there more advantage to early submission that outweighs showing the improvement?

I was a reapplicant this past year. While I didn't necessarily submit my application early, I was able to submit a bulk of my college credits and continue updating my application after I initially completed my admissions packet. I don't know if there's an advantage one way or the other, but it probably wouldn't hurt to get it done or mostly done early.

USAFA has a "rolling admissions" policy. In other words, Selections will evaluate for appointment highly qualified candidates who have completed applications beginning in late October or early November. So, from a numbers point of view, if your application is completed early, you may be competing for one of roughly 1200 appointments. If you delay in completing your application until January, you may be competing for one of 1000 or 900 remaining appointments. Statistically, the process becomes more competitive the longer you wait to complete your application, as the number of remaining available appointments gets smaller. I suggest you complete your application early and then constantly update your file with improved test scores, grades, community service and leadership activities.
 
If I am not mistaken, if you already submit your personal activities questionnaire, you can always reupdate it by sending an email to your counselor.
