You really need to be grateful to the people here who are trying to help you. Yes you could find your self in a potentially dangerous situation.
Let's say, hypothetically, that you applied to all VA MOC's for a nomination. Everything is due, say in early Oct. You get it all done - 3 packets, letter of recommendations - the whole nine yards and turn it in the end of Sept.
Then you get a notice saying you have to confirm you are indeed a "legal resident" of VA ---- oppppps! You realized you made an error. An honest error but a grave one nonetheless. Grave because by the time you get it all sorted out and realized you should have applied in CA the deadline has passed.
Now you could find yourself in a situation with no congressional nomination possible.
