The Admissions Board doesn’t determine slate winners, just whether candidates are scholastically qualified.

If a MOC nominates 10 candidates without any preference (rank) who have completed their applications, does Admissions Board pick a slate winner based on whole candidate score ?

As said above, the Admissions Board does NOT pick slate winners!

Generally, yes, the Whole Person Multiple is used as a very strong factor for selection, but it depends on how much separation there is. If two or more candidates are close, then the files might be relooked at. Also, the factor isn’t “completed applications” it is who is triple/fully qualified. If not triple qualified, then no eligibility for an appointment.
