Confused on how the NWL works

I have gotten a nomination from my representative, but they're having a breakfast where they're announcing who will be getting the principal nomination. I have high hopes since I know my rep appointed 6-8 people for Air Force, and my interview and application were strong. If I don't get the principal nomination and the person who does fills that seat, I will be moved to the NWL. My questions are How many people are offered appointments from the NWL? How many people are usually moved to NWL? Are appointments offered solely based on the WCS ranking?

Couple thoughts and possibly additional questions for the forum.....I am surprised it's called "national" waiting list....since it should be noted many internationals attend USAFA. Is there really a list somewhere? or is just all those in the system that have not been issued a rejection letter yet?

Most of the internationals come on an exchange program so they technically aren't applying for an appointment. They just come like an exchange student in high school would.
 
International students are handled entirely differently. Their attendance is often part of DOD-DOS agreement. They certainly compete in their own country to be chosen to apply, and have to submit an application to the SA. The SA has to assess whether they will be successful candidates, but they are outside the loop of what is going on for everyone else.
