Confusing scholarship emails from schools to NROTC candidates

Sorry if this has been asked and answered before, but DS has now received multiple emails from NROTC units that on face value suggest the student is eligible for 4 year ROTC scholarship for use at a specific school and it includes room and board with a monthly stipend. DS has not yet received a decision from a NROTC selection board.

Can anyone add context to why candidates are sent these ahead of a board decision? Is this more than just a solicitation email from a smaller NROTC unit seeking to highlight benefits of their program in the event you were to receive a 4-year scholarship?

That would be my guess. I have heard of kids in my DS's high school who did hear from boards and get awarded scholarships, who then got offers of free room and board from schools to which they did not even apply.
 
Thanks for the response - and the added detail I failed to mention. These communications are coming from schools that DS did not apply to, nor had prior communications with.

My DS has also received an email from a school he has not communicated with that seemed to offer hope of a scholarship in their NROTC. But he did just get notification today that he did not receive a scholarship. These schools could possibly be offering the "prep course" option I have heard about but have not researched much.

The NROTC prep scholarship is offered by a limited number of schools. It is an entirely separate application from the regular NROTC scholarship application, not like USNA which awards NAPS scholarships to some students who apply to USNA and who do not receive appointments.

Check--many were notified today that they didn't get the NROTC in error....
