Do LOAs automatically close the congressional slate? Like if one person has an LOA and becomes 3Q with a nom, they automatically receive the appointment from the congressman/woman and the slate is automatically decided and everyone else gets a TWE?
 
Someone else can probably explain it better but there is a national pool and it's possible to be picked from even after your MOC's slate is decided. You still need a nomination but essentially it will be charged to another congressman from another district or state.

How is that possible? There could be more than one LOA in a competitive slate.

Not at all.

First, the appointment comes from the SA, not the nom source.

If a person has an LOA, meets the conditions set forth in the LOA, is triple qualified (scholastic, athletic, medical), then yes, an appointment will be forthcoming, 99.99%. This is true for any flavor nom.

Other candidates who are 3Q with a nom on that slate may be offered an appointment, if the MOC has available slots.

Another factor is the method used by the elected official to rank or not rank the slate.
You should review the Stickies at the top of the Nominations forum.

If not selected off the slate, or from any other nom source, all candidates who are 3Q with a nom, any flavor, go into the national pool. USNA can continue to choose from that pool to fill out the class, according to guidelines set forth, and those appointments are charged to that category, not MOC, service-connected, ROTC, etc.

Those who are not 3Q, those without a nom from any source, those with incomplete applications, will start seeing the TWEs. Eventually, 3Qs with noms who have been patiently waiting will get the TWE if they are not being offered an appointment. Every year, there are a few situations that drag on into May and June, or the occasional shocker when a TWE is followed by an offer. NAPS and Foundation scholarships offers are likely also starting to happen.

Also I would guess there are some kids (like mine) with an LOA and 2 noms so USNA could pick the slate they pull hers from? Asking, not sure.

No. If there is a good candidate that they want ... they can get the LOA in another way and give the slot to the non-LOA.

Someone correct me if I am wrong. I have read a lot of the forum on this stuff during my wait.
 
A person on a congressional slate with an LOA isn't necessarily charged to that slate (though they often are). After board review, there is a process called Slate Review where several people review the qualified candidates on the slate and choose the top candidate who gets the appointment. If there is a person on the slate who has an LOA (and is 3Q) but is not the top candidate, he/she will still get an appointment but it could be charged elsewhere.

If your MOC does not rank, and has 1 slot available, USNA may choose any candidate off that slate who is 3Q. The rest who are 3Q with a nom go to the pool. There may be candidates on the slate who are not 3Q, so they do not go to the pool.

Now, USNA may choose the candidate with the LOA to be charged to that slate, or may choose to charge that candidate to the pool category, and may choose someone else from the slate. No matter what, the LOA candidate must be 3Q and have fulfilled all conditions of the LOA. The LOA is USNA’s tool to use as it wishes, and the situation with where appointments are charged can remain very fluid.

You also have to know that if someone is 3Q and has an LOA but does not get a nom from any source, and the Supe chooses not to use a discretionary nom, that person is probably not going to receive an offer of appointment. Happens every year.

If you have a nom and are hopefully 3Q (USNA does not officially inform), you have a shot. Resist the urge to look right or left. Others may have other nom categories they could be charged to that you don’t know about, or they may not be 3Q, even if they have a nom.

Behind the green curtain, the Admissions team is working very hard to give everyone a fair shot. It’s always been a little murky to me when candidates get blessed as 3Q, and the fluidity around matching candidates with noms to various sources, all the while tracking other goals for the class.

Think of it as a cross between Wizard Chess and 3D Jenga.

Again, not necessarily. The mere presence of the LOA holder on the slate does not mean that person will be charged to the MOC. They may have other nominations, eg Presidential, VP, other MOCs, etc where the might be charged, leaving the remaining folks to complete on that slate. It's not over until you get a TWE.
