Congressional Nomination - End/Beginning of Term

I am applying for the USAFA class of 2025. When it comes to Congressional Nominations, one of my senator's term is ending at the end of this year (Cory Booker). Will he still be able to write a congressional nomination for me? Additionally, depending on whether or not the current president is re-elected, can the current vice-president (Pence) write me a nomination or will the new vice-president be able to write me one (or both?)? I understand that vice-presidential nominations are extremely rare (and there is a form to fill out on USAFA for the nomination), but still interested in knowing who I would be writing to.
 
Booker: normally yes. Successor usually submits the same slate already in place ... but they dont have to. It would be very unusual not to use Booker's slate.

Pence: Getting a VP nom is simply a matter of applying. The academies actually select people off that list. It's sort of VP in name only.
 
Senator Booker is running for re-election so if he wins this is a non-issue. If he loses his term doesn't end until Jan 3, 2021. Outgoing Members have the option of how to handle their nominations. They can go through the process like normal and submit slates to the academies for 2025 or they can opt to do nothing and leave it for the incoming Member to handle completely. If they chose to submit nominations those can't be altered by the incoming Member. If one of the slates has less than the max 10 nominations on it the new Member can fill the slate up to 10, but they can't remove anyone the previous person nominated.

NJ's primary is in June if Sen. Booker loses the primary that is likely to have the biggest effect on their nomination process. If he loses the November election their deadline for applications is likely to already be passed.

Further, I will add that NJ has had a succession of Senators for a couple of decades whose staffs have worked together on Academy admissions and the staffers handling this seem to have migrated from former Senators to their successors often enough that the process has been maintained and continued fairly smoothly. Provided the seats remain within the same party, I expect this to continue.
In any case, the time between taking office in Jan 2021 and the submission deadline at the end of Jan is much too short to set up and execute a selection process from start to finish so it is in a new Senator's best interest to use what has already been done to ensure that their constituents have the maximum chance for this opportunity.

BLUF: Could a new Senator make new selections or choose to submit no slate? Yes but it is HIGHLY UNLIKELY.
