Hello all,

I’ve heard in the past that some candidates were able to receive a congressional nomination from a district that they did not reside in. Or, if there were available slots, that the MOC could nominate the individual of another district. Any commentary is appreciated.

A MOC can nominate any candidate they wish. The only restriction is that they can not violate laws or congressional ethics standards - ie they can't accept a bribe for a nomination. MOC's establish their own process for nomination, but almost all have a specific requirement that the candidate reside in the district. The bottom line is that a MOC must agree to any exceptions.

A candidate can apply for nomination in one district only. This means that almost all candidates will have to apply in their own district. Occasionally, a candidate may have a choice due to unusual circumstances such as:
  • Divorced parents with joint custody living in different districts
  • College student going to school in another district
  • High School Boarding School student going to school in another district
Those are circumstance that I know of where applicants applied in districts other than their official residence. However, they had to present compelling reasons for the MOC to agree to accept their applications rather than apply in their own districts. Under no circumstance could they apply in both districts.

I have heard that occasionally a MOC or an SA will request another MOC with unused nominations to nominate a deserving candidate, but I have no personal knowledge of that occurring.

MOCs have portals with every constituent listed that has started an application from their district. They nominate from that portal so in order to appear on their portal(receive a nomination) you have to use an address from their district on your application with the Service Academy. Its possible for the MOC to add you to their portal by manually entering your information, but it is not permissible for an applicant to appear in more than one portal so the academy would remove you from your MOCs portal if you and the other MOC wanted you to appear in their portal. The USMMA is the one exception. An MOC can nominate anyone from the state as every applicant from the state appears in their portal.

*Even if you receive the only nomination from a MOC to a particular SA that doesn't guarantee you would get an offer of appointment.

What happens if you move half way through the application process from one district or state to another?
 
Probably depends on when you move. If you move before the deadline to submit materials to the MOC, then I’d think you do so in the new district/state. If you move after, then I’d think you finish out the process in the former district/state. If you know when/where you’re moving well in advance, then be proactive and contact the MOC in the new district/state and ask for their advice.

What happens if you move half way through the application process from one district or state to another?

The address you gave the academy when filling out your application is the MOC's portal in which you appear. If you update your address on your application with the academy you will be moved to the new portal.

First, try to avoid this if at all possible.
If this occurs, your Candidate should contact their Service Academy admissions rep and ask for guidance. Everything you see here is just speculation.
