Consequenses for not passing PFA 3 times

Son just failed 3rd consecutive PFA. Last year, first year of college, had 50 pounds to lose, which he did, but fell just short of making the 75 points needed to pass. This year he has been struggling with class schedule, and fell off track getting ready to pass PFA. His weight, height, bmi all meet requirements, just fell short again (2.5 points) of passing the PFA with physical running speed.

He is non-contracted/not on scholarship. Awarded cadet of the year last year.

Major spoke with him this morning and can't recommend him for EA, but needs to check on protocol for what comes next. The research I have found states 3 consecutive failures is a failure to meet requirements. Now what? Can he get counselling/reprimand, etc. but still try again. Why is there a make-up PFA scheduled next month? I thought he had until second semester of 200 year to pass.

He really does want this, but is not sure how to appeal/plead his case, if he can.

Clarification, what ROTC branch are you talking about. My guess is AFROTC, but before I respond, I want to make sure.
