Hello,

I live in TX, in an extremely competitive congressional district. Do you think it is worth contacting both the senatorial offices as I submit my application, just introducing myself and detailing my interest? Will this help separate me from the masses, or will it be seen as overbearing?

Tx senators get A LOT of applications and it is a straightforward process. My DS followed the instructions and put a lot of effort into his essays. He was very happy when he got a senatorial nomination to USAFA (listed as his first choice). He did not do anything outside of filling out the nomination application and I do not anything extra would have helped.
 
You are welcome to contact their offices but it will likely not make much difference to them. That said, it cannot hurt to at least know who the academy nominations coordinator is in those offices. If you are going to make contacts, get to know your Field Force rep on the admissions team.
 
Getting a MOC NOM isn't about 'being connected' or 'who you know'. Those running the process for the MOC have probably seen all sorts of things over the years. Simply calling to make yourself known or telling the person how interested you are or wanting to summarize your resume for them, is not part of the process or necessary. I can see having an awkward phone conversation when it becomes clear the main reason you are calling is to try to make yourself known.
