Cow Loan

Does anyone know when during the Cow year the Cow loan is available. (Beginning, Middle, End)
 
I want to say it was either in Nov/Dec or Jan/Feb. Because of the 2016 Army/Navy win, Cows were allowed to have cars on post after Winter break/Jan. (normally it's after Spring break/March). I seem to recall some Cows buying cars while home (in December?) and driving them back to WP. Mine just purchased a car and will be driving it back in 2 weeks. The information re. the loan is given to Cows earlier in the semester though -- not sure how long it takes for $$ to appear in the bank account.
