CULP pay info

Scholarships still not paid at our sons' school either. We were told to "make arrangements" so does anyone know of a forum that peddles in kidneys?

Holy Cow!! There are battalions that have cadets who's Fall tuition has not been paid? That's terrible, have they received their Book Money yet, are they getting their Stipends? My son's tuition was paid before the first day of school, as well as his Book Money.

Iv'e often wondered if these issues are due to the Army Accounting Office or if it is an issue with the individual battalion accounting. My son's battalion has been blessed with a HR that is always on top of any issue, payments have always been paid on time if not early.

If the university is not understanding this can cause some major issues such as holds on registration and late fees. Not to mention that there may be the need to pay the tuition out of pocket and hope that the Army repays quickly. Of course "Quickly" and the "Army" don't always go together. Granted many people have to pay tuition without getting any reimbursement, but at least they know up front and plan for it.

Have the HR at these battalions given any reason to why there is such a delay. Sometimes I think they need to be reminded that the cadet signed a contract, one that they are following per regulations, it would be nice if the Army lived up to their end of the contract.

I hope things work out soon.

DS's is all paid and he has even received his book money for next semester.

However it's a voucher this time, not a check so he doesn't get to keep the leftover book money.

I took it to be all schools. He said he was contacted and said his book money was in but it was never deposited in his bank account like before. When he went to check on it he was told it was just a voucher.

I'm assuming he will have to pay for books then turn the receipts in and be reimbursed. Not sure how it's going to work.

Seems like everyday there is something new and different with ROTC.

The Times They are a Changin.

DS tuition, stipends and book money have almost always been paid on time like clockwork. This CULP pay situation is an embarrassment to the Army. Not having paid Fall tuition by this time in the semester is unacceptable! AFROTC has had a few isolated problems based on the chatter on the forum. Navy/MC seem to have it together in terms of stipends and tuition. Army should take note!

If this is the case DS will be disappointed...

Hopefully the change to how scholarships are paid that is coming will eliminate some of this. It's amazing sometimes....

My sons would wait until classes started to buy their books, to make sure what the Professors actually wanted them to have. In many cases it was far fewer then what was listed on their sites. This would save them quite a bit of money, they would also look to Amazon for better deals, although with Amazon they couldn't re-sell their books back to the university book store, the trade off was worth it and he would end up pocketing a fair share of the book money.

If this new system is in place I can see that cadets will now just buy every book on the list to get as close to that 600.00 as they can, then when school is over they will sell them back to the bookstore. These cadets are resourceful, they'll find a way to work that system.

Sons have received their book money and stipends. We have been told so many different versions of why the scholarship money hasn't come through, I don't know what to believe. First, it was promised to take 2-3 weeks after the semesters started. When it didn't show up, we were told that a software change coupled with a new process wouldn't allow paperwork to be processed until the 45th day of classes (Oct 22). Then it was supposed to be 30-60 days after that. Today I was sent an email saying that Cadet Command had a problem with the invoice that the university sent them. Supposedly they are working on it. No big deal -- doesn't everyone have an extra ten grand stuffed in a coffee can at Christmas time?

That may not work, unfortunately. If you sold a kidney ("acquired absence"?), you would need a waiver, accordance to the Army medical standards. Blood banks and sperm banks on the other hand...

2–15. Urinary system
a. Current cystitis (595), or history of chronic or recurrent cystitis does not meet the standard.
b. Current urethritis (597.80), or history of chronic or recurrent urethritis does not meet the standard.
c. History of enuresis (788.30) or incontinence of urine after 13th birthday does not meet the standard (see also para
2–29).
d. Current hematuria (599.7), pyuria, or other findings indicative of urinary tract disease (599) does not meet the
standard.
e. Current urethral stricture (598) or fistula (599.1) does not meet the standard.
f. Kidney.
(1) Current absence of one kidney, congenital (753.0) or acquired (V45.73) does not meet the standard.

My son just re-checked his student portal again (after I harassed him about contacting his HR guy again on Monday) and the tuition was paid for the Fall semester...finally. :thumb: Of course, the college is already billing for the Spring semester so we'll see how that goes.

Have come to Expect this

DS has only had one fall semester out of three paid before the semester was over, so basically all costs were needed to be covered for fall and then the fall money could be used for spring. The first year the HR person did not believe the paperwork could even be submitted until 45 days after the semester began, while other schools seemed to have the payment before classes even began.

Living on campus this was not so bad as the school patiently waited for the funds. Off campus you need to remember that a landlord will usually not be so benevolent. Even if you have other school aid it will usually not be enough to create a refund for rent until the ROTC money pays.
