So are all the items supposed to be turned in ON the 31st (like January 31 @ 11:59 pm) or BEFORE the 31st (January 30 @ 11:59 pm)?

Exactly what does the USMA website say? That's the official word.

All applications must be complete by January 31. I’m still confused whether I turn everything in before January 31 or if I can still turn stuff in that day so it is complete.

Here's a question - any thoughts if the 1/31 deadline also includes ACT scores? Although DS has a higher than average (i.e. class of 2023) composite and super score his FFR encouraged him to retake as many times as he could (this includes the upcoming 2/8 exam). DS will pose this question to his RC in the meantime...

Only tests taken before January 31 will be accepted, however the scores from the test would be accepted after the deadline.

The last test scores accepted for USMA were the December ACT/SAT's. Very rarely on a case by case basis scores after the deadline may be considered for USMAPS or Civil Prep.

Just an observation, but why would you ever cut it that close? That question should not be relevant.
100%...on your answer, my DS started this process January 2019...prepared for this since the 8th grade...time zone should be irrelevant.

Hmm- does this mean DD should just avoid the brain damage of an ACT retake to see if she can improve on the math score? That is the only part that needed a little help, but that test isn't until the 8th of Feb?

Not sure, I bet you could call the admissions dept and ask. It might be too late.

It might help if she is a reapplicant next year or if she might still apply to a college/university. If she has done specific work already to prepare and you've already paid, I'd say not to waste the money. If she hasn't really put in the focused time to prepare, I'd say to skip it.

Will they grant an exception for 7th semester grades? My DS school hasn't posted 7th semester grades yet (mid terms were just last week).

Yes, advise Admissions and submit as soon as available

Will check but DD is a little leery of retakes anyway. She (and a bunch of her friends) retook the SAT and almost all of them did not improve their scores.
I don't care so much about the $$.
