Declining AROTC Scholarship (Please help!)

I am in a quite questionable situation.

I was awarded a 4-year AROTC scholarship, but was awarded a Type 2 AFROTC Scholarship (3-years). My first choice college is Columbia University, and AFROTC has a new policy where they will upgrade my Type 2 offer to a Type 1 offer if I get into an Ivy League. Today, I found out that I was waitlisted at Columbia. I have already accepted my AROTC scholarship back in February.

1. If I get into Columbia off of the waitlist, how can I decline my AROTC scholarship (since I would take the AFROTC scholarship over AROTC)?

2. If I don't get into Columbia, I will take the 4-year AROTC scholarship for a different school. When is the deadline to accept my offer?

Thank you so much for helping. My parents don't speak English so I am really getting through this on my own and I have so many questions.

My daughter is in a very similar situation. I would examine the statistics of Ivy waitlists and the chances of get pulled off the waitlist.

Consider contacting the AFROTC unit at Columbia directly to see if they have any pull with admissions. They may be able to help.
 
Your acceptance to the ROTC scholarships is not binding.

For AROTC, did the other school you will fall back to you also give you a AROTC scholarship in your scholarship letter (Y/N) - as above stated - look at the offer.

Columbia typically examines it's waitlist and releases final decisions for waitlisted candidates by July 1. These offers need an answer beforehand. So you may put a housing deposit at risk but may wish to accept both scholarships and put a deposit down in School B . You may wish to accept AFROTC at Columbia and AROTC at your plan B school, then turn one down once your wait list decision is made. Strongly recommend discussing options with the Columbia Afrotc ROO.
 
For NROTC, Columbia University is a partner school with host Manhattan College, which is located in the Bronx. Fordham University, also in the Bronx, is the AROTC host school for Columbia. I doubt the host schools have any admissions clout at Columbia.

Talk to the ROOs at the host schools about the relationships and quality of life issues for cadets attending cross-town schools. In particular, you will want to know whether PT or ROTC classes are offered at the partner schools. If not, do the host schools offer any transportation assistance? My guess is that you will he using public transport, i.e., subways or buses.
 
If I may ask, when did you receive notification of your scholarship, the 1st board or 2nd? Because technically you were supposed accept/deny the scholarship and upload about a month after you received it. However, Cadet Command seems to be relatively flexible as long as you communicate with them. I suggest emailing Kathleen Barnes of Cadet Command specifically. Also, was your fallback school one of the schools listed on your acceptance letter? If not, you'll need to request a transfer.

I also have the AROTC National Scholarship (and a USMA appointment, still trying to decide). I think you’re fine (as long as you’re willing to put down a deposit on Columbia and your back-up school). Technically speaking, you (and I) still haven’t been given the scholarship; as per the “additional instructions” you still need to do the APFT (they haven’t implemented the ACFT yet), meet height/weight standards, and contract. Until then, you haven’t been guaranteed any money. When you checked the box a few months ago, ROTC was just trying get some bearing on numbers (cadets entering, tuition costs, etc.) If I were you, I’d just keep both ROTC departments informed; they generally want what’s best for you.
Edit: You also need to be medically qualified through DoDMERB. Feel free to correct me if I’m wrong.
