MIDN commissions with designator 1160 (SWO candidate, qualified SWOs are 1110). Works hard, gets good fitness reports, gets qualified. Applies for lateral transfer at the end of first tour. Lateral transfer board announcement message denotes the quotas and desired year groups for each community. Conversation will have to be had with the detailer. Officer will submit an application package and go up to a selection board.
SWO-Intel:
MIDN commissions with officer designator 1160L denoting SWO Option with an Additional Qualification Designator of "LOB" denoting Intelligence Option. After one SWO tour (and SWO qualification) the officer is eligible for lateral transfer without board action to the Option (in this case, Intel) community with concurrence from the SWO community manager. If the SWO community manager wants to hold them for a second sea tour, they can. The officer skips the lateral transfer application process, quota control, and selection board.
Both can end up following the same timeline, but without board action is significant--it is guaranteed regardless of quotas, provided you don't land an adverse fitness report. For those without the Option at graduation, some years there might not be open quotas for lateral transfer to your desired community or from your current community, and you just have to wait for next year.
After the transfer, they will be 1830 Intelligence officers, but they will retain all AQDs gained as a SWO, e.g. Officer of the Deck qualification and SWO qualification will remain in their record.
Either she is referring to SWO-Intel, or USNA has begun commissioning physically qualified MIDN directly to Intel, which is interesting. Last I checked, Intel is not hurting for people like IP/CW is, and in fact was known for having decent attrition at O-3.
