Disqualified for vertebral fracture

My daughter received a "Disqualification" notice for her DoDMerb. She was disqualified due to a compression fracture on one of her vertebrae. She got it when she fell down a flight of stairs this summer. Her orthopedic surgeon told us she should be completely healed by October. Does anyone know what her chances for receiving a waiver would be? Any recommendations on how best to facilitate the waiver process?
