Do contracted MS1s continue to receive their stipend over the summer leading to sophomore year?

For Army ROTC, stipend is not paid summers until the summer after your junior (MS-III) year. Then you are paid in the summer OR paid for summer training (CULP Airborne, Advanced Camp), but not both. The stipend did change last year, so the rules may have as well.*

Best source: read the DA 597-3 scholarship contract, Part 1, Section 1B, subsistence allowance. It should spell out the details. (If you are not on scholarship, refer to the DA 597 non-scholarship contract).

You will get paid if they send you somewhere on orders, but if AROTC is like AFROTC it is a different pay scale. Per diem.

Otherwise, if you are sitting at home from May 15th to Aug 15th (summer break) do not expect any pay placed into your bank account.

It is only the summer between junior and senior yr that you will get paid to hang out at home.

I do not know regarding AROTC, but AFROTC states in their fine print how the pay schedule works. IE you must pass the PFA. You must keep a min gpa. You must this and that. It will also state that an MSI receives x dollars, MSII y dollars, MSIII z dollars, and MSIV A dollars per mo.

You get paid stipend while you are in school, up to 10 months. You do not get stipend over the summer. From the first day of the fall semester, to the last day of the spring semester.

What did your cadre tell you when you asked them this questions?
