Do I need to choose my top 5 schools if I'm a reapplicant?

This fall I will be a freshmen at NC State and a reapplicant for the NROTC scholarship. On the part of the application where you pick your top 5 schools, it says all applications must have 5 choices or else it won't be reviewed. Do I need to choose 5 schools and apply to all them even though I will be a freshmen in college? Or are the rules for freshmen in college different?
 
Are you in the NROTC program at State? If so, check with the cadre. If not, why aren't you already in the program? Not too late to look into doing it without the scholarship (this year) and enroll.
 
The application requires you to list five schools, regardless of whether you are a college freshman or a high school senior. In this case, you should list NC State first, pick four random schools to be #2-5, and then select the option that says you will only accept the scholarship if assigned to your first choice school.
 
And concur that you need to be doing College Program if you hope to improve your chances of selection.
