Is there a deadline for when the DODMERB process has to be completed?

Your West Point Admissions officer will tell you the exact answer as to whether it will be 15 March or 15 April this year. You want to ask your West Point Admissions officer so you will know the exact answer, though it's published in almost all their Admissions documents

Interesting. And would I be able to go through the DODMERB process while at OSUT in the Army?

If your OSUT Commanders let you go to the appointments, yes. If they don't, no.
