The "Complete Medical Qualification Exam" can mean anything in the continuum of you need to set up a your DODMERB exam through DODMET to your exam is completed but is getting reviewed at DODMERB.
My DD had that designation for months after completing her DODMERB exam. Issue was it was during the time DODMERB was transitioning to a new database/program for processing exams. She was qualified by DODMERB, but their system wasn't talking (or sending updates) to USNA. Hence, the USNA still designated her as needing an exam.
So have you DS check the DODMERB portal. If it says qualified for USNA, then it's an issue of the info isn't getting to the USNA. It'll get there eventually. If the portal says the exam is still getting reviewed for USNA by DODMERB, then that's the reason for why the USNA portal is saying a medical qual exam is needed.

He was 3Q at USMMA in early December. The DodMerb portal just updated this morning that he is Qualified at USMA(not reflected in the admissions portal yet) and still under review for USNA.
Wonderful news! What I would recommend is wait out until middle of next week. If the USNA status doesn't change, then send a very friendly email to your DODMERB tech asking what's going on.
My DD was in a similar situation. The USMA part of DODMERB was qualified but not USAFA and USNA. She emailed the DODMERB tech who was, fortunately, very responsive and always replied within 24 hours. The tech told my daughter about the switchover in programs/database and it affected what was showing for her in terms of USAFA and USNA. In the same email, she did confirm she was also qualified for both USAFA and USNA too. Tech told my DD to be patient but she didn't know when the fix would happen. The correspondence may have been in late Sept/early Oct. It wasn't until early Nov that her status for USAFA and USNA changed to qualified in the DODMERB portal.

I couldn’t wait, called Dodmerb myself and finally got ahold of someone.
She informed me DS is medically qualified for all SA’s he applied for and will be reflected in the portals soon.

Ah. Patience! How are we, as adults, supposed to be good examples for our kids to have patience (especially in the college admissions process and super-especially with the SA admissions process) when don't have it ourselves?
