Does our time at the academy count towards our 20 years for retirement?

No, the cadet time counts for retirement pay purposes but you must have 20 years of commissioned service for retirement.
 
Service Academy years do not count for military officer retirement. Caveat: This is true for DOD SAs. USCGA occasionally gets handled differently as it’s not DOD; I don’t know if it is the same for them.

Additionally, the SA years CAN be counted for enlisted retirement. Let’s say a prior enlisted comes to USNA via NAPS with no break in service. If that midshipman requests to leave and resume enlisted service, those years count for military retirement.

The SA years CAN be counted toward Federal civilian retirement per standard formulas. Example: One of our USNA sponsor daughters served for 9 AD years after her 4 years at USNA. She went to work as a field agent for one of the “ABC” agencies. She was able to use 13 years of AD time in her calculations for credit for eventual eligibility for Federal retirement from her agency.

While not official, this source is credible. This question comes up at least once a year.
