If I go to college outside of state ( as im planning to do ), can I apply for the nomination from my new states MOC and senators?

You can only apply for a nomination in the state and congressional district of your legal address of record. For most college students, this would be their parents' house. Even though you're away for college 9 months or so during the year, legally you are a resident back home until you change your legal address, can vote in the new district, pay taxes in the new district, etc etc. Make sure you apply for a VP nomination also--home state doesn't matter.
