Well if you look at it this way, there's 435 representatives in congress plus 100 senators so thats 535 people giving nominations. If you figure that every one of these members of congress has one open slot at the air force academy and each member can nominate 10 people per vacancy thats 10 X 535 which equals 5,350 people with nominations. And that's not including presidential, ROTC, etc.
A candidate is defined as someone who either is deemed competitive and/or has a nomination. Therefore, this candidate pool is pretty large as you can see from 2011, 6723, maybe whittle a thousand off that number to get those that are competitive and have a nomination.
