Well if you look at it this way, there's 435 representatives in congress plus 100 senators so thats 535 people giving nominations. If you figure that every one of these members of congress has one open slot at the air force academy and each member can nominate 10 people per vacancy thats 10 X 535 which equals 5,350 people with nominations. And that's not including presidential, ROTC, etc.
A candidate is defined as someone who either is deemed competitive and/or has a nomination. Therefore, this candidate pool is pretty large as you can see from 2011, 6723, maybe whittle a thousand off that number to get those that are competitive and have a nomination.
 
In short all of the 2K have noms and are deemed competitive that is why they are qualified. You have to have the nom, it is a requisite for an appt. No nom and you are not qualified, even if you have the best looking resume in the world you still can't get in without the nom. That being said, many times the AFA will find a nom for you from places like the VP or Supt.

Also realize that even though there are over 5000 noms, some MOCs duplicate, so that doesn't mean there are 5K candidates and some MOCs don't send in a full slate. LY the MOC for Terre haute only sent in 1 name. And our DS got all 3 noms, so in those 2 sits. I already knocked off 12 noms out of the 5K. I know DS was not the only 1 with 3 noms that applied. I would guess that it is probably avg for at least 2 noms, caveat comp. areas that is not avg., 1 is, but there are not as many comp areas as people would think. TX, CA, NY, VA and CO are truly comp., AK is not so much, nor is NC. So if you have 40 states that give duplicates, it is theoretical that instead of 800 noms, only 80 come out. and that is before adding in the MOC, which could tally thousands more. say 250 have the duplicate list of the sen. that is @2400 in difference. Just there I knocked off 3200 candidates from the 5350, bringing you back down to @2100. From there remove candidates that are med dq and you should be at about 2000 qualified candidates with noms
