DQ'ed now waiver remedial?

DS is applicant to USNA, AFA, USMA & NROTC-MO, AFROTC, AROTC. Has been awarded AFROTC type 7, has been re-boarded to march for NROTC-MO (was told he was slightly beat out at boards and would be more competitive at the March boards), awaiting AROTC boards in late DEC. Has been admitted to all of principal colleges with academic scholarships. Has had one Senator nom interview, we know he was put on a slate for USMA at Congressional nom interview and is awaiting date for 2nd Senator nom interview. All apps are completed with all above. He was DQ'ed at DoDMERB for "ankle instability code" for a broken leg in 9th grade year. The break was to the tibia and fibula above the ankle but for convenience doctors referred to this area as his ankle "area". He suffers no ill effects and is a high functioning and competitive year round wrestler. His AMI provided this information in the questionnaire. He wrote a letter to his case worker at DODMERB explaining this but we have not received any word. In the meantime, USMA has requested a waiver and so has AFA and AFROTC. DODMERB has now sent another letter asking for more information for a food allergy. There was a lab result to a Gluten Insensitivity on blood work up for stinger he had in his shoulder. We are stumped as to how to answer to this as he does not suffer from any food allergies & eats anything he wants. Furthermore, there are no DQ codes for food allergies so we are just stumped. It seems, the reviewing agencies are now asking for this additional information and it may be possible that they are in the process of providing the waiver for the "ankle instability" and now they are digging in the file for anything else. All thoughts and comments appreciated, thank you in advance.
 
My suggestion would be provide them whatever information they ask for. If they ask for something and you don’t provide it, to me at least, sends a bad message. Whether they should be asking perhaps is another debate but they have all the leverage in this card game.
 
I think that I understand that nothing you or your candidate write regarding a DQ has any meaning medically at all, unless you are a specialist doc and have examined and are providing a "Medical Opinion". And DoDINST 6301.03 (the medical standards) Section 5.19 is where you find your ankle issue, and Section 5.23 is where you find food allergies. As to your DQ Codes, if you look under DoDMERB, Medical Codes, Disqualification Codes, you will likely find either D161.81 or D271.40, both cover food allergies.
