Dual Majors

There is an opportunity for a semester exchange with the Taiwanese Air Force Academy, and then a summer 3-4 week trip to Taiwan as well.
Could someone majoring in aerospace engineering be able to do that or another study abroad?

My suggestion would be to email the exchange program manger for historic requirements and limitations. Specific scenarios like this are really best answered by the source. I searched around and found the point of contact. It is public facing information, so a brief/respectful/succinct email should be acceptable - https://www.usafa.edu/facultyprofile/?smid=23948

In theory yes - but likely only if you have validated a number of classes and can afford for your semester abroad to be a light one. I had a couple classmates who took course loads that looked like mine (7 classes - oooph) so they could have really light, non-STEM courses during their exchange semesters. It is tricky, but it can usually be done with planning and commitment to making it work. It's the kind of thing you want to discuss with your academic advisor once you declare a major. You'll also likely need to declare by the end of freshman year so you can plan your sophomore year correctly. Getting a jump with the contact info shiner pointed out can certainly help.
