does applying early decision to USCGA increase your chances of appointment because they know that you are very serious as you are binding yourself to that college?
 
It's actually Early Action and it is not binding. That said, I believe it is to your advantage to apply that way, assuming you are otherwise a strong candidate. A large percentage of each year's class comes from that group. Even if you don't make it the first go around, you could become an alternate and get another shot once the regular appointments go out. But merely applying early does not give you a leg up on other candidates.
 
Being EA gives you a couple of advantages. First, you have completed one of what could be many college applications. Second, you are screened in what could be presumed as a smaller applicant pool. Third, you have nothing to lose by submitting early, you can always add achievements, test scores and other significant things that may make your record that much stronger.
