I am currently a junior i have only taken the act once in freshman year and got a 19. I am taking one this December, I am projected to get a 29 plus. Will be submitting my 19 at the start of my file process effect me even when i have a 4.2 plus GPA and a bunch of leadership roles and varsity sports.

Projected...?

USMA super scores so it's always and advantage to send your test scores. Even if your composite was lower, you can have a higher subscore.
I took some online practice tests and some ACT classes and i was told i should get a 29 score. Also thanks i am going to take as many ACT's that a can so i can have the highest possible score i can get.

Since you are a junior, don't you have plenty of time to submit the prelim? A 19 composite is a risky score. When your application opens, you will be able to send in all of your scores. There is no rush to do that. Lead with a solid score for your prelim. I would wait for your December score. Just my humble opinion...Good luck!

I would not personally recommend submitting a 19. When your file opens you can submit a PSAT score (or the ACT equivalent) as well. A 19 will not get you far.

Plus, you say you are taking the ACT again in December. That should leave you time to submit that score to WP right when your file opens in January (I believe this is when it opens).

But this is just my opinion.

Only submit your PSAT scores if you are applying to SLE. Otherwise, you lose nothing by waiting to open your file. Take an SAT or ACT prep course. talk to your college counselor. Take the SAT or ACT in the late Spring after the prep course and when you have given yourself more time. Have your scores sent to USMA. Open your folder in the summer.
From personal experience iwth one of my kids, a low PSAT or early test score will prevent USMA from automatically opening your full application next August. (then you have to share updated scores--and your full application will open--but save yourself the trouble, unless you are applying to SLE, which you should.)
Only share these early scores if you are applying for SLE.

Not sure what is the point in sending in ACT scores you took freshman year. I have to imagine half the stuff you need to know for the test wasnt taught until sophmore and Junior year anyway.

Since you know from experience do you think if i get a 26 which i hopefully should get above a 30 but hypothetically. I get a 26 should I open my account because i only have a 1300 on the psat.

A 1300 PSAT should be fine for your file in the early stages in my opinion.

1300 on the PSAT is very fine if you are applying to SLE. So don’t worry about that. When you start taking the ACTs or the SATs you can send your scores as USMA super scores but it is not a rush. You really have until this time next year.
