Early scholarship activation and refund check issuement, confused

I emailed my ROO today about this but I'm entering my freshman year of AROTC and my DoDMERB status is still "awaiting waiver requested remedial review" and I haven't even done my scholarship PFT yet and the bursar of my school has issued me my refund check of $7,400 yesterday so of couse I was confused and when I check my payment gateway it says that "third party military payment" has paid for my tuition and fees already. Is there any explanation for this and should I be worried?
 
Only the bursar's office or the ROO will have a definitive answer. The rest of us would be speculating. Of course one scenario is that it IS paid in anticipation that you'll successfully complete the PFT. This scenario is extremely unlikely in my opinion. Perhaps more likely is the college is anticipating the scholarship payment from ROTC, which would be normal, and issued the "refund" based on that anticipation. Not how I would handle it, but who knows. If it were me I wouldn't issue the refund until I had the scholarship payment in hand, but that's just me.
 
My sons' school allows the Cadets to carry the balance without penalty until the Army finally pays.
Sometimes it can be months after it was "due".
Don't spend the money refunded until the Army pays the school, you may need it
 
My son's school also just waits on the scholarship money, however my DS does have to sign a promissory note each semester that he will pay it if the Army does not.

I'd be more concerned about the DoDMERB status of "awaiting waiver review" than the APFT. That could take months and likely has a more uncertain outcome than the APFT (provided you know what to expect and have prepared for it, that is.)

Trust me I am, I’ve been waiting since May for a dislocated elbow waiver

Good luck to you - hope it comes through soon. I'm sure you know you're not eligible to receive any scholarship money until your waiver is approved - I'm surprised your college has received the tuition already. Your ROO and financial aid/billing office should be able to clear it up, but it sounds like a mistake to me.
 
Possibly an accounting trick. Our school credits all scholarship cadets' accounts which then allows the school to do a single bill to the Army. You will still need to do GoArmyEd after your add/drop day to get the army to pay.
 
Check with your ROO. My daughter, now an MSIII, joined the ROTC program the fall of her sophomore year. She hadn't passed the APFT, but as she was getting ready to return to school for Spring 2018, she checked her school account and saw the same message. We were a bit confused because she hadn't passed the APFT, but had passed all other requirements. Basically, she her spring semester was paid for by the Army (and thank God she passed her APFT in Spring semester....contracted in March).
