Empty congressional seats

Purely being curious here. I was looking over a list of the California congressional districts. I noticed two seats were vacant. How does that work for students living in those districts applying for nominations?
 
That just means that they cannot get a nomination from a congressman for that year. My district had no congressman and there were no nominations for our district with the exception of the senatorial nominations of course.
 
I thought that Van Hollens office handled the nominations for Elijah Cummings
 
No, Van Hollen’s office notified any district seven constituents that there would be no nominations for district seven. They also notified that if you put the same academy for both senators then change your preference for Ben Cardin because they only allow one preference for each.

Wow, in my state that is rough. In such a big state there is a lot of competition for senate nominations.
