Posting on behalf of a friend who wants to pursue a commission.

I am familiar with Navy and USMC E->O programs (thanks ProKnow!), but unsure of a program other than USNA that can take an enlisted Marine from Lance Corporal to Ensign. I will encourage him to apply, but my friend is not a competitive USNA candidate.

I could not find what I wanted with a cursory google search, and I am still unsure if it would be easier to separate from AD and then apply for Navy OCS or ROTC.

I intend to dive deeper into Navy and USMC instructions, but would appreciate some guidance or resources from anyone who has seen this transition. Thanks.
 
MECEP will be USMC only. If he's pursuing Navy, OCS after separating would be the only option outside of USNA.

How easy it will depend on OCS quotas for desired community and his qualifications.

There is more than one way to get to OCS. NUPOC is available for nukes, BDCP for aviation, SEAL, EOD, and SWO only. There are several programs for medical corps and medical service corps as well.

Reference OPNAVINST 1420.1B for basic details. Additional requirements for NUPOC, BDCP, etc. may be in annual NAVADMINs.

I've known a few prior-enlisted Marines who became Officers, sent one to OCS myself when I did a tour in recruiting. In all those instances, they finished their commitment and then pursued OCS.

However, I believe DD FORM 368 does apply to USMC as well and could be a means to pursue commissioning while AD USMC, though your friend would need to confirm through the pertinent USMC instructions. That said, from the form itself: "To document coordination and concurrence of one Military Service for discharge and accession into another Military Service"

 
You say your friend, "is not a competitive USNA candidate". He could be with some prep work.
That's what NAPS is for. He can apply "ANYTIME" during his active duty commitment.
I know a Marine Captain there on staff.

And MECEP only takes like 10 enlisted-to-officer accessions a year. Very rare.

After Marine Corps service, going to college on GI Bill and entering ROTC would be a very strong option towards Navy officer commission.
 
Friend will be putting together an USNA application for the next cycle as well as applying for normal school when the timeline aligns with his contract.
