Per the link the CAPT provided, the seizure disorder you describe is DQ on page 43 para m.
 
The only official word your sibling will get will be through the process. This is an anonymous internet forum, where the advice is worth exactly what you pay for it. Kudos to you for researching this on behalf of your sib. Don’t forget the Alexander Graham Bell quote, “When one door closes, another opens; but we often look so long and so regretfully upon the closed door that we do not see the one which has opened for us.”
