You do not have to be accepted to receive a scholarship to a college. However, you will only be able to use the scholarship at one of the universities the Army has approved you for which is noted on your scholarship acceptance letter. Finally, in order to use your scholarship in the end you must be accepted to the school and pass your APFT.
If you are not selected for a scholarship or the Army gives you a scholarship to a university you will not be attending there is still the possibility of a 3 year scholarship.
