i don't think so..a boat is quite different from the vessels here..

Not really. I suppose it might count along the lines of certain ECAs, but really no different than being in a club. At USNA, they'll teach you everything you need to know. If you have sailing expertise (as in sailboats), it will come in handy. But if you've never been on the water in any vessel at any point in your life, you'll still be fine.
