explaining fitness guide for CBT

Could someone please explain what PU1 20/15 stuff means on the physical fitness guide for CBT? I get the PU1 part but not the 20/15 part. Thanks!
 
It refers to the way the sets are described earlier in the guide -- 20 seconds of pushups and fifteen seconds rest. Same for situps.
