Finished taking SAT exam...now what?

I am a college reapplicant and just took my first SAT since highschool (my old scores were "competitive.") Imagine that...a college student restudying for an exam...to get into college...while you're in college. I believe I did really well and believe to score in the 1400s.

My questions are:
  1. (I emailed my staffer about this. No response. Would like your input.) Even though the interviews are over, should I still send my Dec 5th score when it comes out to help aid in my chances of receiving the congressional nomination, or is that not possible?
  2. How does receiving a higher/improved SAT score play a role in admissions? In other words, do SAT scores only matter for receiving nominations since you have to be a principal nominee or something similar to get an appointment? Or does having a higher/improved score improve your WCS, even if you are at the bottom of the nomination slate, help you on the NWL (you automatically are on the NWL when you are 3Q and have nomination?) by moving up and through that get you an appointment?
  3. If WP sees that my new score is really good, will they start the medical waiver process?
