First Board Army ROTC

I had to turn in a remedial for something and I had the appointment on October the 5th and the people at the doctor's said they would fax it in right away and on DODMETS it says case closed so I know it was received. My application status is complete except for medical which says that it has not been received (not unexpected since it hasnt even been a week) anyways my question is this: I was told that October 7th was when the first board starting gathering all the paperwork and material for each candidate, since my medical is not in yet, but I clearly showed that I did everything in my power, will I still be considered in the first board?
 
You don't need to do DoDMERB before the ROTC scholarship offer. If you get a scholarship you will go through with DoDMERB. I'm guessing that you applied to or began the process to a SA, which is why you did DoDMERB now ( I did, too). It sounds like you are all set.
